Pesticide Label Cause Marketing and Third-Party Endorsements

Issue Summary

In November 2006, EPA approved label changes that allowed a company to market certain pesticide products bearing the Red Cross symbol and cause-marketing language describing donations the pesticide registrant would make to the Red Cross for each container sold bearing this language.  Cause marketing is a cooperative marketing effort involving profit and non-profit entities for mutual benefit.  In approving these label changes, EPA deviated from certain provisions of the Label Review Manual.  After receiving criticism for this change from public interest groups and several States, EPA published a notice in the Federal Register on October 31, 2007 requesting comments on PR Notice 2007-X, which describes the agency’s framework for evaluating label statements related to third-party endorsements and cause marketing claims.  Comments on the proposed notice were due by March 27, 2008 [Docket No. Docket ID Number EPA-HQ-OPP-2007-1008].
